Matt Clabaugh Elected Secretary for Newly Formed Tennessee Ecological Restoration Association

Barge’s Natural Resources Manager Matt Clabaugh (PE, TN-QHP, CPESC) has been elected as the Secretary of the newly formed Tennessee Ecological Restoration Association (TERA).

TERA’s defined mission is to be a “unified voice from the ecological restoration community that promotes the expansion and success of the mitigation market in Tennessee through policy initiatives and collaboration with regulatory agencies.” The group is comprised of private mitigation providers and environmental and engineering consulting firms.

Clabaugh’s nearly 20-year career has focused on restoration and natural channel design with significant experience in Tennessee and the southeast. Through successful completion of numerous stream and wetland projects, he’s developed trusting relationships with the local regulatory agencies that TERA will collaborate with.

Clabaugh shares, “TERA’s goals are centered around providing consistency in the mitigation process between regulatory agencies and mitigation providers, particularly due to the recent implementation of the 2019 Stream Mitigation Guidelines and the Tennessee Stream Quantification Tool (TN SQT).” TERA aims to develop and implement restoration science; promote best practices to accomplish restoration; develop, implement, inform positive policy initiatives and guidance; and collaborate with agencies to ensure ecological restoration thrives in Tennessee.
